A police detective sifting through stacks of old incident reports managed to link Little to the unsolved killing of Frances Campbell, Chatham County District Attorney Meg Heap said. 28-year-old man accused of killing a veteran Detroit police officer
last month made his first appearance inside a Detroit courtroom
Thursday and was granted a defense request for a mental competency
exam. JuJuan Parks appeared before a 36th District Court
judge for a probable cause conference in the Nov. 20 fatal shooting
of officer Rasheen McClain.
Parks' attorney, Evan Callanan Jr., asked the judge for a
forensics exam to determine if Parks is competent to stand trial and
also whether he was competent enough to waive his Miranda rights.
The exam is expected to take place at the Center for Forensic
Psychiatry in Saline. |

Cox told him he would be going to a federal prison hospital. Harvey can be held for up to four months before another court hearing must take place. Jason Dana, a psychologist for the U.S. Bureau of Prisons in Chicago, testified Friday that he had evaluated Harvey and determined that he suffers from schizophrenia and delusional thinking. At one point as Dana described his evaluation, Harvey, 41, raised both of his hands as he sat at the defense table in Cox’s courtroom. Inside the hospital, people were running and screaming, some taking shelter in bathrooms, witnesses told reporters. The building was evacuated as police began investigating. |

The Trump administration on Wednesday proposed a rule that would
expand the list of crimes, including some misdemeanors, for which a
migrant can be barred from being granted asylum in the U.S."Because asylum is a discretionary benefit, aliens who are eligible for asylum are not automatically entitled to it," the rule says. "Rather, after demonstrating eligibility, aliens must further meet their burden of showing that the Attorney General or Secretary should exercise his or her discretion to grant asylum." The proposed regulation, announced by the departments of Justice and Homeland Security, would provide seven additional restrictions for asylum eligibility to those already in place. The rule would then bar any migrants convicted of a felony under federal or state law, as well as offenses including alien smuggling, illegal re-entry or a crime involving criminal street gang activity. The rule would also bar migrants from claiming asylum who had been convicted of offenses including driving under the influence (DUI) and domestic violence. Most controversially, the rule would also apply to misdemeanors related to false identification, drug possession and welfare fraud -- something likely to raise the ire of pro-migrant and other civil rights groups. - (Invasion) |

that included two knife-point carjackings, was identified by police
as Salvador Martinez-Romero.Martinez-Romero, 20, is expected to be arraigned Thursday afternoon on charges of murder, attempted murder and robbery. During the robbery, the suspect fatally stabbed a female customer and attacked another woman before fleeing the bank, police said. The second victim survived being stabbed and was in critical condition at a hospital, police said. After running out of the bank, the suspect attacked a man, stabbing him and stealing his car in an attempt to make a getaway, according to authorities. As officers fanned out around the mall searching for the suspect, police in nearby Tigard, Oregon, received a report that a woman was stabbed in a residential neighborhood by a man matching the description of the Wells Fargo bank suspect, officials said. FRANCISCO (CBS SF) — A man shot by two San Francisco police officers
was allegedly involved in previous crimes before attacking the
officers with a glass bottle, police said at a town hall discussing
the shooting Tuesday night.Around 7:47 a.m., police received reports of a “hot prowl burglary” in which an adult male forced open the door of an apartment. Police arrived on the scene five minutes after, but the suspect had left on foot. As the officers were investigating the apartment, a second call came in to police about a male attempting to break into cars. Police identified similarities between the suspect descriptions of both calls and began to search the area. They came across 24-year-old Jamaica Hampton and observed him as matching the physical and clothing descriptions. As officers tried to contact Hampton, he “aggressively advanced” toward the passenger side officer armed with a 200ml glass vodka bottle, police said. Hampton then repeatedly struck the driver’s side officer in the head and face with the bottle after he rushed out to help. The officer sustained lacerations to his cheek and head and was knocked down after attempting to use his baton. |

doorbell camera. When he saw the video, he saw the suspect later
identified as 33-year-old Jared Crowe standing on the porch,

himself. The homeowner recognized Crowe as a neighbor, and
investigators were able to confirm that Crowe was the one on the
video partially naked and pleasuring himself on the homeowner's
porch. Crowe reportedly had charges of a similar nature on his

Police say Victor Arenas-Foote shot the victim, and he left with the woman in the impounded car — a red Toyota Corolla with the license plate ODL908 — without paying the $300 tow fee. Adams County deputies spotted the car near Northglenn Drive and Grant Street less than 20 minutes later. During a search, deputies found a .38 caliber semi-automatic handgun in Foote’s pocket. Betty Thomas’ family told NBC 5 she was ‘well-loved’ and will be sorely missed. One of Thomas’ neighbors in the 3000 block of East Cortez Court in Las Colinas called her ‘the perfect neighbor.’ When Thomas didn’t show up for a family Christmas party last Thursday evening, worry set in. Her son-in-law went to her home only to make a gruesome discovery just before 6 p.m., according to police. The 83-year-old was found on her living room floor with several stab wounds to the chest, according to an arrest affidavit. Thomas’ wallet and identification were not found but blood was found in her purse. LOUIS — The man shot and killed by police this week after pointing a
gun at an officer sued police four years ago for excessive use of
force. Police identified the man on Friday as 24-year-old Cortez
Bufford. Bufford sued multiple St. Louis officers in 2015
after police pulled him out of his car, pushed him to the ground and
kicked him in an arrest caught on camera that got national
attention. The city settled the case that December for $20,000.
Bufford had multiple encounters with police in subsequent years,
including just three weeks ago allegations of resisting arrest.....Bufford ran, and an officer chased him into a gangway on the north side of Bates. Police said Bufford tried to climb a fence, and when he couldn’t, pulled a gun and pointed it toward the officer chasing him. The officer fired several shots at Bufford, killing him. |

Tenn. (WMC) - A Mid-South man has received six life sentences in
prison after he was found guilty in multiple kidnapping and rape
investigations over a seven-year period.According to the U.S. Department of Justice, 46-year-old Michael "Love" of Horn Lake, was identified as the suspect in these investigations through a sexual assault testing kit. From 2008 to 2015, Love would travel from Mississippi to Tennessee to find or meet women. He would then hold the women against their will, rape them and abandon them in a deserted part of Memphis. Victims in this case each testified that Love would rape them after forcing them out of his vehicle. He would then drive off with their purse, cell phones and other belongings. According to the DOJ, one of the victims was a minor. Each of the victims worked with the Rape Crisis Center for the collection of DNA evidence. He was finally linked to the cases following a 2015 arrest where a DNA sample was taken. |

Va. (WWBT) - A 22-year-old Henrico man is dead after he was shot and
killed by his mother’s (black) apparent boyfriend, family
said. Police arrested Robert Arthur Thorpe, Jr., 34, of
Chesterfield County, in connection to the shooting. Thorpe faces
charges of second-degree murder and use of a firearm in the
commission of a felony. Once on scene, officers found two men with gunshot wounds. Police identified Konner Englehart, 22, of Henrico, as the man who was found dead on the porch. Konner’s sister, Kenzie Taylor, said the victim’s twin brother, Kameron, was also shot during the incident. He was taken to VCU Medical Center for his injuries where he was treated and released. “He was shot five times and Konner actually pretty much gave his life for Kameron because he was in the way of the bullets when it happened," Taylor said. Taylor said she and her family can’t stop thinking about what Konner did in his final moments. “Konner was the oldest twin and always the one to protect,” she said. “Konner was running away, running out of the house and Kameron was coming up the steps and Konner was probably surprised to see him,” said Cody Taylor, Kenzie’s husband. “Kameron said that he (Konner) stood up right in front of him and blocked his body," Taylor continued. Taylor said her husband received a text from a family member around 5 a.m. saying there was a shooting and had a gut-feeling the oldest twin was dead. “I think it’s because Konner was the one who wasn’t well,” she said. “He was still struggling with his addiction… What gives me comfort is that his battle is over. He doesn’t have to fight anymore, because every time I saw him, he was searching for that reward from the drug.” Taylor said Konner lived in the home with his mother who was apparently dating Thorpe. Police were alerted to the situation in October 2018 after the victim’s mother told them that her daughter may be being held against her will by Jones. Police were called to the hospital later that day where they found the victim suffering found third-degree burns over 21 percent of her body, multiple facial injuries and a lacerated liver. The victim identified Jones and Madden as the men who held her captive and tortured her. The victim told police she agreed to accept a package for him, and when the package failed to arrive on time, he blamed her. Jones drove the victim to the home and called Madden to meet him. Once at the home, they dragged the victim to the basement and started hitting her and pouring boiling water on her. After a while, they drove her to an unknown location where the victim was able to use someone’s phone to call for help. |

shut down from south of Hallandale Beach Boulevard to the William
Lehman Causeway for hours Monday after a chase ended in the City of
Golden Beach.According to Hallandale Police Department, officers were called to a disturbance in the 1800 block of South Ocean Drive around 7 a.m. Cell phone video captures the man, later identified as Walter Eugene Martin, stumbling around the parking lot at the Martinique condominiums at 1893 South Ocean. Witnesses who heard the commotion quickly ran outside when they heard screaming. They told Local 10 the man was thrown from a second story balcony during a fight at the condominium. In the video, the man looks disoriented as he wanders the parking lot. Then he spots a car driving out of a parking space and hops on top of it as it leaves the lot. The man jumps off the car close to a block away and walks up to a valet station at 1945 Ocean Drive. After fighting with the valet, he stole a gray SUV. That’s when police began a chase down A1A into Golden Beach. Police caught up with the driver southbound on South Ocean Drive, where he was driving erratically. Officers attempted to stop the gray SUV when, according to police, the driver struck an officer with the car. The officer fired several shots. Police said Martin was not hit by gunfire. He then tried to cross over a median in the road as he began to travel northbound in the southbound lane. When the car became stuck, the naked man fled the vehicle. Police soon apprehended him. Two officers were transported to local hospitals with non-life threatening injuries. |

A Houston-area priest allegedly propositioned another priest for sex
in the months before he was arrested and jailed in 2018 on multiple
counts of indecency with a child, according to court records
mistakenly made public this week.In the newly filed documents, Montgomery County prosecutors also say Manuel La Rosa-Lopez raped a woman in 2005. Prosecutors outlined both allegations in a “notice of extraneous conduct and/or bad acts” ahead of the priest’s February trial. The latest encounter happened in May 2018 when La Rosa-Lopez allegedly exposed himself to another priest at a Galveston County hotel and asked for oral sex. After the priest declined, the accused cleric then asked him if he would “like to be assigned to a larger parish.” ....he was removed from ministry ahead of his Sept. 11 arrest on allegations that he molested two children at Sacred Heart Catholic Church in Conroe. The priest also was charged in connection with two incidents involving confessional — in 2000 when he allegedly exposed his genitals to a boy who was confused about his sexual orientation, and again in 2001, when he allegedly groped a girl. Another incident outlined in the prosecutors’ list happened in 1992, but has not resulted in a criminal charge. YouTube videos in which he said he wanted to kill blacks, Christians
and soldiers — and even burned to death a parrot, according to
authorities.Mostafa Hussaini, 34, of Totowa, was arrested by federal agents in Florida after Miami cops were alerted to death threats made on his YouTube channel while he appeared to be staying in the Sunshine State. “Imagine burning a black person, because I don’t like black people,” he says in one video posted on Dec. 8, during which he poured gasoline onto an open grill in a public space, according to the documents. “This gasoline, imagine burning some black soldiers — they are going to look very black,” he said in the recording, claiming to be able to “burn thousands, millions of them.” In other footage, Hussaini is seen at a car dealership bragging about how vehicles can be used in mass killings — while another shows him encouraging people to carry firearms “everywhere” in Miami. “If you have a machine gun, bring your machine gun,” he says in the video, according to prosecutors. “I don’t like blacks, Spanish, some white, but there is no whites in Miami,” he added. Ahmad Khalil Elshazly, 22, of West Haven, was arrested Sunday near the Stonington shoreline, where he expected to board a container ship and embark on a trip to Turkey to fight for ISIS, federal prosecutors said Monday. Elshazly arranged to travel by ship to Turkey because he was concerned about being stopped by law enforcement at an airport, prosecutors said. He allegedly paid someone $500 with the expectation that it would be used to pay for a portion of his trip. crash Thursday afternoon, authorities said, and the teens allegedly

tunnel, prosecutors said Wednesday.John Robert Capers, 65, is scheduled to make his first court appearance on Thursday. He’s charged in the death of 39-year-old Annette Seymour. A citizen discovered Seymour’s body on July 14, 1992 near the entrance to the old Selby Avenue streetcar tunnel below the St. Paul Cathedral. She was clothed in only a T-shirt, and had 11 stab wounds to her neck, chest, back and arms. An autopsy showed she died of blood loss from her wounds. The case went unsolved for years. According to the criminal complaint, in 2009, the state Bureau of Criminal Apprehension tested some evidence in the case and found that DNA from a semen stain matched Capers. McKinney’s murder will go before a grand jury.Derick Irisha Brown, 29, appeared in court Friday after being charged with capital murder in the Birmingham toddler’s death. Brown, along with 39-year-old Patrick Stallworth, were charged in late October after the girl’s body was found Oct. 22 in a dumpster at a North Alabama landfill. The pair were named persons of interest in the case shortly after McKinney’s abduction from a birthday party at the Tom Brown Village public housing community on Saturday, Oct. 12. McKinney died of asphyxiation that same day, investigators said. During Brown’s court appearance, Birmingham Police Detective Jonathan Ross said Brown testified in an interview that she saw Stallworth sexually assault McKinney in their apartment. In Stallworth’s court appearance, prosecutors said evidence from a mattress inside the suspects’ apartment indicated a mixture of blood and DNA from Brown, Stallworth and McKinney. Four
facing charges after solicitation of sex turned into armed
robbery at hotel  HENDERSONVILLE,
TN (WSMV) - Three people were arrested Wednesday at the InTown
Suites on multiple charges after a man was robbed at knife point
after he reportedly solicited a prostitute.According to Hendersonville Police, the victim told police he found a prostitution website and solicited a (whore). He said when he did, two men forced their way into his room and held him at knife point while they stole his property. The suspects fled the scene after the incident. Investigators identified the female suspect as 32-year-old "Patricia Smith" and obtained warrants for her arrest. They also found 50-year-old David Booker and 43-year-old Kelvin Tharpe and charged them with aggravated robbery. The victim, 23-year-old Jordan Tippett, was charged with patronizing prostitution. Smith is still on the run. |

recorded telephone call in which preacher Rufus Stevens Jr.,
68, admitted to his victim that he raped and sexually assaulted her
repeatedly in the 1980s helped Shelby County prosecutors convict
Stevens of aggravated rape, according to the Shelby County District
Attorney's Office.A release from District Attorney General Amy Weirich's office said Stevens faces 20 years to life after being prosecuted under the law as it was in 1983. There is no statute of limitations for then-Class X felony, now classified as rape of a child. Stevens assaulted the young victim on several occasions in 1983, often in his car in Overton Park, according to court testimony. The victim's grandmother caught Stevens molesting the child on a sofa inside of a family home on one occasion, and yelled at Stevens to get off of her. When the victim told her mother about the assaults, she was not believed and was instead beat with a cord or a belt for lying, according to testimony. In 2012, the victim spoke with Stevens by phone. He was remarried and living in Bakersfield, California, studying to be a pastor. The victim also spoke with Stevens' wife, cautioning her to be careful with her grandchildren and their exposure to Stevens. Stevens eventually admitted his crimes to the victim's mother. She died in 2013. He also eventually admitted his crimes to his new wife. |

suburban Zion has been charged with sexually assaulting a teenage
student a decade ago while he was a high school dean in Kenosha,
Wisconsin.Curtiss Tolefree, Jr., who was principal at Beulah Park Elementary School in Zion, allegedly had sex with a student almost daily during her junior and senior years at the school, his home and a hotel, according to a criminal complaint filed Friday by the Kenosha County district attorney's office. .Tolefree is charged with three counts of sex assault of a student by school staff and two counts of exposing himself, according to the complaint. He is due in Kenosha County court on Jan. 2, or an arrest warrant will be filed, according to the state's attorney's office. 18-year-old woman was rescued from a 27-year-old man who planned to
force her into sex trafficking in Louisiana, Constable Mark Herman's
Office said. Officials say it happened on Dec. 7 around 5:06 p.m.,
when they responded to the 16510 block of the North Freeway for a
welfare check.The San Jacinto County Sheriff's Office was then told an 18-year-old female had been kidnapped and was being held against her will. Authorities tracked her cell phone to the 14600 block of Walters Road, where they found her and a 16-year-old girl inside a vehicle in a store parking lot. The suspect, identified as 27-year-old Tevin McClendon, ran from the scene, but deputies eventually caught him. McClendon was arrested for outstanding felony warrants for aggravated assault of a family member and a parole violation warrant for evading arrest in a motor vehicle. Deputies believe McClendon kidnapped the 18-year-old at gunpoint, took her to a motel, sexually assaulted her and planned to take her to Louisiana, where he told her he would force her to have sex for money. |

Oregon panhandler was sentenced to 20 days in jail on Wednesday
after wreaking havoc on five businesses in Portland because she said
no one was giving her money.Marlena Rochelle Neely, 30, told authorities she was homeless and had been asking people for $5. Neely said she would shatter a window every time they failed to give her money because she was tired of people not helping her out, the probable cause affidavit stated, according to The Oregonian. Neely pleaded guilty to one count of first-degree criminal mischief and was ordered to pay about $10,500 in restitution, in addition to the jail time. She was also sentenced to three years of probation and mental health, drug and alcohol treatment if deemed necessary. |

MORNINGSIDE
HEIGHTS, Manhattan (WABC) -- A 13-year-old boy is now under arrest
in connection with the stabbing death of Barnard
College freshman Tessa Majors. The NYPD reportedly picked up the teen Thursday afternoon in an apartment building on West 119th Street. They were holding him for criminal trespass when they say he began to discuss the girl's murder, and sources say he made statements implicating himself. He was in possession of a knife, though police say it is unclear if that was the murder weapon. He will be charged with murder, robbery, and weapons possession, but as he is a juvenile, the case will be handled in family court. That means the charging documents are unlikely to be made public, and his identity is likely to be kept a secret. The 13-year-old attends (MAJORITY AFRICAN-american) MS 180 on West 120th Street, and detectives believe two others teens suspected of being involved in the crime likely do as well. Sources familiar with the case say the 13-year-old also implicated the others, one of whom is a 14-year-old boy who police have located and who is being interviewed. A second teen has not been located. Authorities say the statements from the 13-year-old match what detectives saw on surveilance video. The suspects are believed to have gotten away with the victim's bag, but they dropped her cell phone, which is how police identified her. |
