Black Alleged Killer Seen on Video Outside Murdered Tech CEO’s Apartment 
The suspect accused of murdering a beloved Baltimore tech CEO was captured on surveillance footage knocking at the front door of her apartment building days before her body was found, charging documents allege.
According to an application for statement of charges filed in court, video showed that the victim, Pava LaPere, entered her building at 10:32 p.m. on Friday night. The footage reveals LaPere then got up from the couch in the lobby of the building—which also housed her firm EcoMap Technologies—and walked to the front door. A camera on the door showed “a tall bald light skin black male wearing black glasses[,] a grey hooded sweat shirt, Black shorts walking up the steps … and look[ing] through the glass door,” the court filing states. That man, police say, was 32-year-old convicted felon Jason Billingsley, who was already a suspect in connection with an arson, rape, and attempted murder of a family two weeks prior, and spurred a citywide manhunt that ended on Wednesday night, when he was arrested at a train station. He “waved to the victim inside the lobby to come to the door,” the document states, adding that LaPere let her alleged killer inside and began to speak to him, before they got on an elevator together. According to the document, the suspect was spotted around 11:08 p.m. “leaving the stairwell into the lobby with his grey hooded sweat shirt in his hand scrambling for an exit.” He wiped his hand on his shorts before he exited the building. Detectives would identify Billingsley as the suspect on Tuesday using departmental databases and after speaking to a witness who was able to identify him from the surveillance footage. Two migrants busted in separate weekend assaults at NYC’s Roosevelt Hotel-turned-intake center 
Two migrants at the packed Roosevelt Hotel in Manhattan were busted for assault in separate incidents over the weekend — including one who tried to strangle his girlfriend, police and sources said Sunday.
Jefferson Rivera, 23, an asylum seeker sheltered at the Midtown migrant intake center and family shelter, was arrested Sunday and charged with assault after getting into a violent fight with his girlfriend and throttling her, authorities said. The incident came one day after 23-year-old Franklin Mendoza also got into a fight with his girlfriend at the hotel and was arrested. According to court records, Mendoza was charged with harassment, aggravated harassment and three counts of assault in the incident. He was arraigned in Manhattan on Sunday morning and released without bail pending a return to court Nov. 1. Rivera had not been arraigned as of late Sunday afternoon. A Texas man was sentenced to 36 years in prison for the 2019 murder of a transgender woman, the Harris County District Attorney’s Office announced on Wednesday.
Joshua Dominic Bourgeois, 29, pleaded guilty to stabbing Tracy Williams, 22, to death along a Houston freeway on July 30, 2019, and dumping her body in a gas station parking lot. Bourgeois and Williams were in a relationship that Williams wanted to end. According to local Fox affiliate KRIV, surveillance video showed Bourgeois repeatedly stabbing Williams as they walked along the Katy Freeway. After dumping her body, a bloody Bourgeois ordered a soft drink from the drive-thru window of a nearby McDonald’s and begged other patrons for a ride away from the scene. He left the parking lot and was arrested weeks later. The case was not prosecuted as a hate crime, but instead classified as a case of deadly domestic violence. |

US judge strikes down California ban on high-capacity gun magazines (Reuters) - A federal judge in California on Friday declared that state's ban on magazines that hold more than 10 rounds of ammunition unconstitutional, saying it violated the Second Amendment rights of firearms owners. U.S. District Judge Roger Benitez in San Diego said California's "sweeping ban" went too far by preventing people from using magazines for lawful purposes, including self-defense. "The history and tradition of the Second Amendment clearly supports state laws against the use or misuse of firearms with unlawful intent, but not the disarmament of the law-abiding citizen," Benitez wrote in a 71-page decision. Benitez cited a June 2022 decision by the U.S. Supreme Court, New York State Rifle & Pistol Association v Bruen, requiring that firearms restrictions be "consistent with this nation's historical tradition of firearm regulation" to pass muster. |

Tallassee police are looking for a man in connection with a murder that took place Wednesday.
Robdarius Ronkevious Smith, 31, also known as “Rah Rah,” is described as standing 6 feet 2 inches tall and weighing 150 pounds. He has black hair and brown eyes.
Police say he was last seen Wednesday at 5:56 p.m. in the 100 block of Washington Street in Tallassee. His last known address is 2701 Auburn Road in Tallassee. Smith is being sought in connection with a shooting death at about 5:54 p.m. on Washington Street Wednesday. The victim, whose name has not been released, died from his wounds. According to police, an AR-15 style pistol was used in the shooting. Tallassee, Eclectic and Tuskegee police, the Tallapoosa and Macon County sheriff’s offices and the U.S. Marshals Task Force are working on the investigation. One August 14, 2022, a 22 year old Florida student identified as Adam Simjee, was gunned down in in an attempted robbery when he and his girlfriend Mikayla Paulus went hiking in Alabama’s Talladega National Forest.
According to the Clay County Sheriff’s Office, the robbery suspect, identified as Yasmine Hider, held the couple at gunpoint and led them into the woods to rob them. The following is the full news release from the Clay County Sheriff’s Office: “On Sunday, August 14, 2002, at approximately 11:30 am, 911 notified Clay County Sheriff’s Office and dispatched Clay County Rescue Squad and Shinbone Valley Volunteer Fire Department to National Forrest Service Road 600-3 near Cheaha Mountain for a 22-year-old male who had been shot in the back. There were no other details on this call that were known at the time it was dispatched. Upon arrival at the scene, sheriff’s deputies, Lineville police and responding emergency personnel found the girlfriend of the shooting victim, 20-year-old Mikayla Paulus, performing CPR on her long-time boyfriend, Adam Simjee, who had been shot. A black female, later identified as Yasmine Hider, was laying on the ground nearby. Hider had suffered several gunshots to her torso. Medical personnel were unable to revive Simjee who died at the scene. It was determined that Hider had attempted to rob Simjee and Paulus at gunpoint and was subsequently shot by Simjee who had a handgun concealed on his person. Hider was transported from the scene by ambulance to a nearby landing zone and airlifted to a Birmingham hospital where she underwent surgery for her injuries. Two fired after BLACK suspect in Minnesota homicide accidentally released in Indiana 
Two employees at a sheriff's office in Indiana have reportedly been fired after the suspect in a Minnesota homicide was accidentally released.
Kevin Mason, 28, was arrested on Sept. 11 in Indianapolis on three warrants from Minnesota, including for the fatal shooting of Dontevius Catchings outside of a memorial service at the Shiloh Temple in North Minneapolis in June 2021. But the Indy Star reports that Mason was accidentally released on Sept. 13, with the Marion County Sheriff's Office subsequently firing two records clerks for the error. It happened because Mason was being held on three warrants from three different jurisdictions, and Minnesota had waived extradition on one of the warrants, before one of the clerks removed the two other holds, thinking they were duplicate bookings, the newspaper reports. Mason's release sparked a manhunt that was not made public until Tuesday, with police believing he remains in the Indianapolis area and may be getting help to evade capture. |

Billy Chemirmir would pose as a healthcare aid or maintenance worker man in order to force his way into the homes and senior living centres of the unsuspecting, elderly women he preyed on in the Dallas area over a two-year span, smothering them with a pillow and stealing their valuables.
Time after time, their deaths were initially determined to be from natural causes, even as family members raised the alarm about missing jewelry. It wasn’t until a 91-year-old woman survived an attack in 2018 that Chemirmir was ultimately caught. The woman told police he had forced his way into her apartment at an independent living community for seniors, tried to smother her with a pillow and took off with her jewelry. The next day, police found Chemirmir clutching jewelry and money, having just thrown away a large red jewelry box. The attack – and the findings inside the jewelry box – opened a door to a disturbing pattern of suspicious deaths of elderly women in the area. In October 2022, Chemirmir learned he would be living the rest of his life behind bars after being convicted in two of the killings, with one ending in a mistrial. The prosecutors did not seek the death penalty. Chemirmir was also accused of killing dozens of other women and later indicted on 22 capital murder charges: 13 in Dallas County and nine in Collin County. But he escaped death once again last month when prosecutors in Collin County said that after the two convictions, they would not seek the death penalty in their cases. Some of the victims’ family members who previously faced an expressionless Chemirmir at his sentencing, told him that the “ultimate crime did not receive the ultimate punishment.” On Monday, Chemirmir was found dead in his prison cell, according to Texas Department of Criminal Justice spokes |

PHILADELPHIA (WPVI) -- Police have issued an arrest warrant for the man wanted for fatally shooting a streets department worker in South Philadelphia.
Senaaj Jackson, 21, is accused in the shooting death of Masir Williams, 21, at about 8:45 a.m. Thursday on the 2300 block of Oakford Street. Police said three streets employees were arriving to do some work on the area. One worker left the car to go into a corner store to grab some water and ended up in an altercation inside the store. According to police, Jackson shot Williams and then ran from the store. Chopper 6 was over the scene after a Water Dept. worker was shot on Thursday. Williams was taken to Jefferson Hospital in critical condition but died a short time later. Police say Jackson should be considered armed and dangerous. PHILADELPHIA (CBS) -- It was a violent Saturday morning for the city of Philadelphia, as police are investigating four separate shootings that ended in homicides.
Just before 7 a.m. on the 100 block of Herman Street in East Germantown, a man in his 50s was found with a gunshot wound to the chest. He was pronounced dead at the scene by medics. Then around 9 a.m. a male in his 30s was shot in the neck near the intersection of North Cleveland and West Cumberland Streets in North Philadelphia. Police transported him to Temple University Hospital where he was pronounced dead 10 minutes later. More violence came around 9:30 a.m., as police were called out to the same area of East Germantown as an earlier homicide. The shooting was on the 100 block of East Pastorius Street where police found a woman in her 40s unresponsive on her living room floor with a gunshot wound to the chest. Medics pronounced her dead at the scene. Police believe the East Germantown shootings -- Herman Street and East Pastorius Street -- may be connected. Several hours later, around 12 p.m., a fourth person was found shot multiple times on the 7300 block of North 19th Street in West Oak Lane. Major crime in NYC continues to climb under BLACK Mayor Eric Adams — while NYPD response times slow: report 
Major crime continued to rise during Negro Mayor Eric Adams’s first fiscal year in office — as NYPD response times slowed across the board, according to the mayor’s yearly report.
The sprawling Mayor’s Management Report, — which addresses every facet of city government and this year mentions the migrant crisis more than two dozen times — says felony crime nearly topped 127,000 reports over the fiscal year 2023, a 6.4% jump from the prior year. That’s also a more than 35.6% jump from pre-pandemic times, according to the report which covers the period from July 1, 2022, to June 30, 2023. Only two categories, murder and rape, saw an improvement, while the rest ticked up year over year. At the same time, average response times for all crimes jumped by nearly two minutes to 14 minutes and 24 seconds. Even critical and serious crimes in progress showed sluggish responses, with critical active incidents slowing more than half a minute to 9 minutes and reports of serious crimes taking just over 13 minutes for a cop to arrive, which is more than a minute slower. MEXICAN LAPD Officer Suspected of HOMO-Sexually Assaulting Four Boys 
Former Los Angeles Police Department officer Paul Razo has been charged with sexually assaulting four boys at his Covina home "during various times between 2006 and 2017," according to a news release from Los Angeles County District Attorney George Gascón, according to People.
People reports Razo, 46, was arrested on Wednesday by detectives with the special victim’s bureau. He is expected to be arraigned on Tuesday. According to the LASD’s announcement about the charges, the sheriff’s department shared that they believe there may be additional unidentified victims due to the "nature of the allegations and Mr. Razo's access to children." The alleged victims in the case include two relatives of Razo. One is reported to have been 11 or 12 years old when the abuse began, and another was about 13. Harold Edwards Jr., 28, of Kansas City, Missouri, pleaded guilty to second-degree murder and three counts of possession of child pornography during a court hearing Tuesday, according to online court records. Edwards Jr. was arrested in May 2022, after police responded to a series of arsons near Polo, Mo. According to court documents, investigators were called to a fire in Polo, Mo., on May 10, 2022, just after 8:30 a.m. The home belonged to 96-year-old Lorene Fickess. She was inside the home at the time of the fire and did not survive. While at Fickess’ home, first responders received another call from employees of the Platte-Clay Electric Company. They reported a second home in the area was on fire. A Missouri State Highway Patrol trooper reported a third fire in Kingston, Mo. a short time later. The fire ended up being about two miles away from the second arson. Investigators later said they used surveillance video to identify Edwards Jr.’s vehicle after receiving a tip that identified him as the arsonist. According to court documents investigators executed a search warrant on Edwards Jr.’s cell phone. They say the phone data showed his phone was located at all three crime scenes at the time of the fires. 'She was always happy': Family remembers 96-year-old woman killed in Caldwell County fire POLO, Mo. — The search is on for a suspected arsonist after three homes were set on fire and a woman was killed in Caldwell County. LAS VEGAS (KLAS) — The lyrics in a rap music video on social media depict a Las Vegas man rapping about a murder he committed two years earlier, according to Las Vegas police documents.
That was just one piece of evidence in the arrest report for 25-year-old Kenjuan McDaniel, who is currently being held at the Clark County Detention Center on charges of murder. McDaniel was taken into custody on an arrest warrant on Aug. 29, 2023, for a deadly shooting that occurred at an apartment building complex on W. Lake Mead Boulevard near Jones Boulevard on Sept. 18, 2021. Randall Wallace, 32, was killed in the shooting. For the past few years, the Las Vegas Metropolitan Police Department followed leads to track down the suspect’s car, which was captured on surveillance video, the handgun used in the shooting, as well as decipher the lyrics of a rap video recently posted on YouTube. During the investigation, detectives learned from witnesses that a shooting on July 19, 2021, was related to the deadly September 2021 shooting as well as some event that occurred between McDaniel and Wallace two days prior to Wallace being killed. The event was redacted in the arrest report. Documents stated detectives got a major break in the case when the gun used in the Las Vegas killing was recovered by the ATF in Los Angeles in April 2023 and the ballistics testing matched the weapon to the one used at the homicide scene. |

TUSCALOOSA, Ala. —
A man is in jail after a deadly shooting in Tuscaloosa Friday night.
Tuscaloosa police responded to a shooting at around 10:30 p.m. at the Camelot Apartments at 615 Black Bears Way.
When they arrived, they found a man dead. He has been identified as Sherod Lanell Parris, 32. Investigators with the Violent Crimes Unit spoke with witnesses and developed Charles Darron Richardson as a person of interest, and discovered that he had outstanding warrants for receiving stolen property. Police believe the shooting stemmed from an argument between Parris and Richardson. The Tuscaloosa SRT (Special Response Team) and U.S. Marshal’s Fugitive Task Force assisted police in the search for Richardson. He was located early Saturday morning and is charged with murder and certain persons prohibited from possessing a firearm, along with other outstanding charges. |

LEWISVILLE, Texas - Police have released the name of the man accused of shooting two people in the head inside a Lewisville home earlier this week.
37-year-old Samuel Atinafu Melkamu was arrested on Wednesday and is charged with two counts of capital murder. Melkamu is in the Denton County Jail, where he is being held on $500,000 bond. The bodies of 66-year-old Lilia Fernandez Ortiz and 43-year-old Alejandro Arrellano-Fernandez were found inside the home on Ramblewood Drive on Monday. A relative found the bodies inside the home after not being able to get in contact with them for several days. According to the Tarrant County Medical Examiner, Fernandez Ortiz's body was found in the kitchen and Arrellano-Fernandez's body was found in the garage. Lewisville police say the dead bodies had been in the home for several days by the time they were found. Police said shortly after the bodies were discovered that they believed the killings were an isolated incident. |

INDIANAPOLIS (WISH) — Three people have been arrested in connection to more than a dozen crimes that took place during a one-week span in October, according to the Marion County Prosecutor’s Office.
“There were a lot of innocent people’s lives who were terrorized,” said Marion County Prosecutor, Ryan Mears. Officials have charged Richard Garrett, Delance Hatcher and Rashaana Farrow for their alleged roles in 13 incidents, including nonfatal shootings, armed robbery and the murder of Devon Gillespie, of Indianapolis. Additionally, Garrett has been charged with fatally striking Anthony Mack with his vehicle in the 3500 block of Tacoma Avenue on Oct. 17. The three have been charged with the following crimes: Richard Garrett: 23 counts, including two counts of murder, conspiracy to commit murder, six counts of criminal recklessness, pointing a firearm, seven counts of battery, aggravated battery, armed robbery, and four counts of carrying a handgun without a license. Delance Hatcher: 15 counts, including murder, conspiracy to commit murder, five counts of criminal recklessness, pointing a firearm, three counts of battery, armed robbery and three counts of carrying a handgun without a license. Rashaana Farrow: 15 counts, including murder, conspiracy to commit murder, four counts of criminal recklessness, five counts of battery and four counts of carrying a handgun without a license. Mears said the crimes were all linked together by two things. “The 9mm shell casings and the 45 caliber shell casings left at the scene. When you begin to compare those shell casings with one another, it became quite clear that you were dealing with the same two guns,” said Mears. Officials say Hatcher was arrested on October 18. Hiram Fordoms, 37, had been in jail on theft charges and was sharing a cell with 49-year-old Tim Long, according to WFTV. Officers found Sims suffering from life-threatening injuries at about 9 p.m. on May 30, 2022. He was transported to an area hospital, where he was pronounced dead. The Boston Police Department released a photo of Chester on Saturday. According to police, he was last seen in the Roxbury area. Chester is approximately 5 feet, 9 inches tall and weighs about 190 pounds, police said. |

A woman accused of fatally stabbing a Washington Post employee with a bread knife inside a Maryland restaurant — over a tantrum about $10 — was arrested Monday after spending several weeks at large.
Maryland police arrested Raykia Poston, 21, and charged her with first-degree murder in the brutal July 8 killing of longtime Washington Post mailroom assistant Mervyn Daniel, the newspaper reported. Daniel and Poston were both dining in Keith & Sons Soul Food Cafe in Seat Pleasant when the woman allegedly flew into a rage, claiming she had lost $10 inside the eatery. “I will kill everybody in this store,” Poston yelled, according to onlookers. She then stabbed Daniel, 62, with a bread knife, before fleeing the restaurant, charging documents allege. A Georgia man who murdered a high school homecoming queen and shot an Army soldier on leave for Veterans Day weekend was sentenced to life in prison Monday.
A DeKalb County jury returned guilty verdicts against Nakia Dunta Dorsey, 24, on charges of felony murder, possession of a firearm during the commission of a felony, and two counts of aggravated assault, prosecutors said. Dorsey was sentenced shortly after the verdict. The charges stemmed from a Nov. 10, 2022, shooting outside the home of 17-year-old Jayne Salazar-Chavez. Brandon Wilson , 24, made a surprise visit to the home of Salazar-Chavez, his girlfriend. Wilson was serving in the Army and was visiting her on the holiday weekend. He asked Salazar-Chavez to come outside with him and noticed she seemed to be withdrawn. He then asked her if she was seeing someone else and demanded to see her cellphone, prosecutors said. Wilson confronted her about a text message on her phone and called the unidentified number. The person on the other line ended the call without saying anything. A short time later, the person, identified as Dorsey, called Salazar-Chavez on her phone and argued with Wilson about which of them was dating the teen. Wilson and Salazar-Chavez left her house after the argument and returned later that night around 11 p.m. Wilson told investigators that he saw a red laser on his face and noticed a man wearing black clothing pointing a gun at his car. The man opened fire, striking the car more than 20 times. Wilson drove away and was shot in the leg. DEKALB COUNTY, Ga. — A Stone Mountain man is behind bars after an argument led to gunfire, according to DeKalb deputies.
On July 28, the DeKalb County Sheriff’s Office was called to a pharmacy on LaVista Road in Tucker. When deputies arrived, they learned a man, later identified as 30-year-old Malcolm Emmanuel Nicholas, allegedly got into an argument with an unknown person. The sheriff’s office said that is when Nicholas began shooting into the business near an employee and three customers. Deputies arrested Nicholas on August 3 at a home on Arbor Circle in Tucker. He was taken to the DeKalb County Jail where he’s being held without bond. Nicholas is facing multiple counts of aggravated assault with a weapon. |

An argument between two men who had been receiving housing services with other migrants at a South Side police station resulted in one of the men stabbing the other earlier this week, according to Cook County prosecutors. Attorneys as part of the plea deal have agreed to recommend a sentence of more than six years in prison and 18 months of probation. Kelete is set to be sentenced in September. On July 4, 2020, the Washington State Patrol said Kelete drove the wrong way onto Interstate 5, around a barricade of parked vehicles, and struck Taylor and Diaz Love. Taylor later died and Love was hospitalized with multiple injuries. Kelete was arrested shortly afterward and told police he was withdrawing from the narcotic pain medication Percocet and struggled with an “untreated addiction,” court documents said. |

(Black) Negress of color suspected of murder in Washington state arrested in Toledo
TOLEDO, Ohio — A woman suspected of murdering a man in Everett, Washington, on June 10 was arrested Tuesday in Toledo, authorities said.
Shawntea Hamilton, accused of murdering Christopher Wilson, was found in Toledo by the U.S. Marshals Northern Ohio Violent Fugitive Task Force, the Everett Police Department said in a press release. Hamilton was booked into the Lucas County Jail and Everett police detectives are en route to interview her. According to Everett police, dispatchers were alerted by a neighbor in the city to "shuffling and then 'three pops'" in an apartment in the early morning of June 10. Officers arrived on the scene, found nothing suspicious outside and received no response when they tried to make contact with the apartment. br> Race of victim(s) with NOT-negro name(s) not reported |

LEE COUNTY, Fla. — A Fort Myers man is being charged with first-degree murder after reports say he sold laced fentanyl to a woman who overdosed in Dec. of 2022.
On July 14th, State Attorney Amira Fox announced a Lee County Grand Jury indicted Joshua Robert Pulley, 30, on the murder charge for the unlawful distribution of fentanyl and sale or delivery of a controlled substance. The Fort Myers Police Department arrested Pulley on Thursday night. Police say he is facing more charges after narcotics and firearms were found in his home on Omni Lane. The indictment said Pulley sold 37-year-old Kerrin Elisha Saunders the deadly drugs.
